Energy Internet Network Layers

The Energy Internet is structured into three main layers—Physical, Cyber, and Business—enabling integrated, intelligent, and decentralized energy management.

Physical Layer

The Physical Layer forms the foundation of the Energy Internet, connecting diverse energy systems such as electricity, heating, cooling, gas, water, and transportation. It integrates distributed energy resources, energy storage, and energy hubs or routers to facilitate multi-energy interconnection and plug-and-play operation between suppliers and consumers. This layer supports hierarchical control and regional autonomy, allowing energy systems to operate efficiently while maintaining reliability and resilience.

It also includes infrastructure for energy generation, transmission, storage, and conversion, forming the backbone of the network.

Cyber Layer

The Cyber Layer applies Internet technologies to energy systems, enabling ubiquitous intelligence, cloud-edge computing, and advanced communication networks. It allows real-time monitoring, control, and optimization of energy flows, supporting decentralized decision-making and dynamic balancing of supply and demand. Technologies such as IoT, digital twins, blockchain, and AI are integrated to enhance system openness, interoperability, and predictive capabilities.

This layer ensures that energy systems can respond flexibly to fluctuations in renewable generation and consumption patterns.

Business Layer

The Business Layer defines the economic and policy framework for the Energy Internet. It includes energy markets, peer-to-peer trading, virtual power plants, and carbon trading mechanisms. This layer enables a sharing economy approach, promoting cost reduction, energy efficiency, and new business models.

Policies and market rules are designed to facilitate multi-energy and carbon market clearing, incentivize renewable integration, and support platform-oriented services for consumers and enterprises.

Hierarchical and Network Topology

The Energy Internet employs a hierarchical partition network with regional coordination and intra-layer autonomy. Unlike traditional tree-like power grids, this topology resembles the Internet, emphasizing equivalence among nodes and avoiding centralization. It allows for scalable integration from home energy LANs to urban, regional, and global Energy Internet networks, supporting clean energy substitution and cross-regional energy management.

Key Features

Integration of multi-energy systems for electricity, heat, gas, and transport. Decentralized intelligence and real-time control via cloud-edge computing. Open, peer-to-peer energy exchange and market-oriented services.

Resilience and reliability through hierarchical control and energy hubs. Support for emerging technologies like IoT, AI, digital twins, and blockchain. The Energy Internet represents a fusion of energy and information networks, enabling efficient, flexible, and sustainable energy management across multiple scales, from households to global grids.
